If you use SSO can you segment which Arcades different users see? Or will everybody be able to see and access all Arcades?

That is not something that Arcades can do. Users would be able to see and access all of the Arcades if they are all in the same SSO. You could potentially set that up on your side, by creating multiple SSO providers and using different ones for different Arcades.
